The Can-Spam Act of 2003 specifically addresses sending unsolicited commercial mail to 'harvested addresses' and the tool you are promoting 'harvests addresses' from search engine results based on search queries. The purpose being promoted is to email these recipients, which is a felony under federal law and carries a fine of up to $16K per offense. It also is the way to hit a spam trap and get a server blacklisted.
